North Forge:Safe Work Procedure

We are required to document Safe Work Procedures. This documents how the information is stored on the wiki. I am not planning on a "Safe Work Procedure" aggregate page in the actual documentation namespace, they will only be displayed where documented.

SWPs should be designed to mitigate North Forge:Hazards identified in the North Forge:Job Hazard Analysis.
